Warbixin Dheeraad ah, nagala soo firstname.lastname@example.org
Address: Red Sea village, I/K district, Hargeisa, Somaliland.
Centre for Policy Analysis (CPA) demands Somaliland Non-State Actors Forum (SONSAF) to clarify its position towards the safety and work of the human rights defenders of Somaliland. Having considered a written complaint submitted by a human rights defender, and after analyzing the comments he complained about, we are deeply concerned about the unacceptable and dangerous statements publicly made by a senior staff of SONSAF who openly attacked through the social media the human rights defenders and made allegations that can put their lives at risk. The allegations also harshly tarnished the concept of human rights itself. We acknowledge that this is not the first time the officer in question made in a public place a similar statement that undermines the human rights while claiming representation of SONSAF.
Recognized that the human rights defenders are already working in a tough environment in a selfless manner, it is unacceptable a senior staff of SONSAF to lead a smearing campaign against them.
It is beyond doubt that the work of human rights organizations in Somaliland is not any way contrary to the sacred religion of Islam. Any claim to the contrary to smear the human rights is wrong and perilous. Human rights are enshrined in the Constitution of the Republic of Somaliland which is based on the religion of Islam as stipulated in article five of the Constitution.
We urge SONSAF to distance itself from that statement, take an appropriate action against the senior staff in question and make a public apology to the human rights defenders and refrain such unacceptable and dangerous attacks to the human rights defenders and to the human rights principles.
Lastly, CPA commends the work of the human rights defenders in Somaliland and urges them to continue their efforts.

Doorashadii sadexaad ee madaxtooyo waxaay dhacday 13 November 2017. Goob joogayaasha caalamiga ahi way amaaneen hanaanka doorashadu u dhacday.
Warbixinta oo dhamaystiran: Duruufaha horyaalla Xukuumadda Kulmiye
Madaxwaynaha loo doortay markuu qabto xilka waxa horyaalo arimo badan. Xarunta Daraasaadka Siyaasaddu waxaay qoraalkan si guud ugu soo koobtay dhawr arimood oo ay tahay in xukuumaddu maaro waarta u hesho. Arimahaas oo ah kuwo dhaqaale, dhaqan, siyaaad, amni iyo bulsho. Madaxwaynuhu wuxuu ku fadhiisanayaa kursiga ugu sareeya dalka isaga oo soo maray oolole doorasho oo dad badani u arkayeen inuu ahaa mid kala qaybin badan, xag xagasho wayn oo dadka u kala guray haybo.
Xarunta Daraasaaska Siyaasaddu waxaay falaqaysaa arimaha ka jira Geeska Afrika guud ahaan, gaar ahaan Somaliland. Ujeedadu qoraalkani waa inuu siiyo madaxwaynaha iyo xukuumadiisa talooyin iyo in tooshka lagu ifiyo meelaha daruuriga ah ee ay tahay inay ka war hayaan.
XIISADAHA SIYAASADEED EE HORYAALLA MADAXWEYNAHA:
Waxaa jiraa xiisado siyaasadeed iyo kala qaybsan bulsho oo ka dhashay ololihii doorashada, hoggaamiyayaashii ku tartamayey kursiga madaxtinimada bulshadu waxay isticmaalayeen weedho xanaf leh oo salka ku haya qabiil, taageerayaasha xisbiyada iyo masuuliyiinta qaarkoodna waxay soo gaadheen in REER hebel aanu xaq u lahayn inuu reer hebel xukumo, waxay soo qaarkood bulshada dib u soo xasuusiyeen weedho xanafleh iyo dagaalo sokeeye oo hore looga heshiiyey, masuuliyiin kalena waxay bulshada qaarkeed ku eedaysay inay u dhega-nugul yihiin aragtida Somaliweyn, taas oo lafteedu salka ku haysay duruufo laga soo gudbay.
Haddaba bulshadii ereyadaas loo sheegay, ee laga guulaystay, weli iyaga oo ciil qaba ayay joogaan, waxaa sidoo kale jira in taageerayaasha Xisbiga Waddani ay u arkaan sida ay warbaahinta ka sheegayaan, inay ku dulman yihiin nidaamka dawliga ah, ka soo bilaw xukuumadda Hargeisa fadhida ama maamulka ka jira gobollada ay ku nool yihiin.
Haddaba duruufta noocaas ahi waxay u baahan tahay in degdeg wax looga qabto, haddii la iska dhega-tiro, waxaa dhici karta in dhinacyo kale ka faa’iidaysan karaan, sida Siyaasi kursi waayey, Caaqil shaqadiisii meesha ka baxday iyo gacmo shisheeye.
Halista ugu weyn ee sii hurinaysa xaaladdan ayaa ka imanaysa qurbe joogtii qaadhaanka ugu badan ku taageertay Mucaaradka, iyaga oo aan weli ku qancin habkii doorashadu u dhacday, sidaas awgeed xukuumadda waxaa horyaalla inay la timaaddo qorshe ay ku waajahayso arrintan oo ku qancinayso dadka tabashada qaba, maaha inay kuraas u qaybiso oo keliya, hase ahaatee inay ugu yaraan la fadhiisato.
Ajnebiga dalka ku soo badanaya:
Dhawaan laamaha ammaanka ee dalku waxay gacanta ku dhigeen sida lagu baahiyey warbaahin kala duwan, dad ajnebi ah oo Somaliland dhexdeeda ku faafinayey lacago dollar ah oo been abuur ahaa, sidoo kale waxaa jira Yemeni badan oo dalkeena u soo qaxday, badankoodu waa dad jilicsan oo nabad iyo nolol raadinaya hase ahaatee waxaa ku jiri kara dad aragtiyo kale wata, ama kuwo dalka ka geysan kara dembiyo kala duwan oo halis ku ah ammaanka guud ee dalka, haddaba waxaa muuqata in haatan loo baahan yahay abuurista WAAX SI GAAR AH ULA SOCOTA DADKA AJNEBIGA AH EE DALKA KU SUGAN, taasi waxay sahlaysaa in dadka nolol raadiska ah ama dadka dalkan u soo shaqo tegey inaanay waxyeello gaadhsiin amnigeena guud.
CAQABADAHA ARRIMAHA DEBEDDA:
Mowqifka siyaasadda arrimaha debedda ee Somaliland, wuxuu wakhti dheer ahaa mid ku salaysan, in Somaliland ay aqoonsigeeda ka raadsato beesha caalamka, isla markaana ay wadahadal la furi karto Soomaaliya oo keliya marka ay samaystaan dawlad metesha dadka ku nool gobollada kala duwan ee Somalia. Hase ahaatee aragtidaas waxaa wax ka bedelay, xukuumaddii Kulmiye markii ay kursiga ku guulaysatay sannadkii 2010; waxay qaateen jid cusub oo arrimaha debedda ah, waxay wadahadal la fureen dawladdii ku meel gaadhka ahayd ee Somalia sannadkii 2012, hase ahaatee arrintaasi may noqon mid midho dhasha, ama laga gaadho hadafkii loo bilaabay.
Wadahadalada waxaa inta badan majaraha u hayey dalka Turkiga, oo dano iyo masaalix badan ka leh Somalia, Turkigu wuxuu magaalada Muqdisho ku bixiyey maalgelin toos ah oo ka badan $1 Bilyan oo Dollar, wuxuu u dhisay garoon diyaaradeed, dib u habaynta iyo qalabaynta dekedda Muqdisho, Cusbitaallo, iskuullo, saldhig milateri, ciidamo kala duwan oo uu u tababaray, waddooyin uu u dhisay iwm. Taas bedelkeeda ma jirto wax uu u qabtay Somaliland, intaas waxaa dheer Turkigu wuxuu si cad u sheegay inuu taageersan yahay midnimda iyo isku haynta Soomaaliya wixii la isku odhan jiray, taasina ay tahay siyaasaddooda ku wajahan Soomaalida, haddana waa dalka gacanta ku haya wadahadalada u dhexeeya Somaliland iyo Somalia. Haddaba su’aasha ugu weyn ee hortaalla xukuumadda Muuse Biixi ayaa ah, go’aanka ay ka qaataan dalka Turkiga.

Generally the campaign was peaceful and there were no major incidents. Sixty international observers will be monitoring the election as well as more than six hundred domestic observers.
The involvement of clan leaders and clan politics in the campaign rallies have been more evident and publicly shown. Clan elders have been touring around the country to campaign for their respective candidates seeking clan alliances and votes based on clannism. The dominance of clan politics in the campaign diminished the role of issues that matter for the public and increased polarization and divisions.
The police stated that they arrested in Hargeisa three people who are accused of paying voter cards from the people. Buying cards have been a concern raised by people. In Sahil region, local government members held a press conference and showed above two hundred cards they collected from the voters and stated that they will use to vote for the ruling party, Kulmiye. The Election Commission has not said anything about this action which is clear violation of the law and could risk the process.
The campaign has been concluded peacefully and smoothly, despite occurrences of minor incidents including raids of offices of political parties by supporters. The National Electoral Commission changed campaign rules after the public complained that nigh time outdoors campaigning causes nuisance. However, the Commission decision was largely ignored and parties continued their night time show off.
The civil society held two press conferences urging the parties to stop using inflammatory and divisive statements. These came after the presidential candidates of Waddani and Kulmiye exchanged heated remarks that were seen to create tension. Circulation fake news was also another major concern during the campaign period. A fake news emanating from social media sites were later cited by mainstream media contrary to the Media Code of Conduct. Nevertheless, the media including the state media were seen to respect the code of conduct.
Kalsan TV, a Somali speaking television based in London, was banned to operate in Somaliland after the Information Minister of Somaliland issued a decision revoking the operating license, accusing the television of being against the statehood of Somaliland and broadcasting false news. The decision of the Minister came after Kalsan aired a video clip showing people scuffling at a ruling party campaign rally in Las Anood, Sool region.
On 10th November, the National Electoral Commission ordered the telecommunication companies to shut down social media from13th November until election results are declared. The ban of social media causes outcry from international and local human rights organization who argued that the ban is contrary to the constitution and the international human rights laws. The Commission has not elaborated the grounds and legality of the blockage but stated that is done to avoid rumors and fake news. http://www.bbc.com/somali/41786871 https://www.youtube.com/watch?v=ahiLATCSQjQ&feature=share https://www.youtube.com/watch?feature=youtu.be&v=Y6lPXB9RPL4&app=desktop https://www.youtube.com/watch?v=5_BZ9nfHP80&feature=share https://www.youtube.com/watch?v=58k1vfuSvvw
